Joint Meeting with Building Authority

June 14, 2006

 

Ella Jane Martini, Chairperson, called the meeting of the Bay County Library System Board of Trustees to order at noon on June 14, 2006 in the Community Room of the Alice and Jack Wirt Public Library.

Building Authority:        Richard Bukowski, Richard Charbeneau, Don Goulet, Jim Helminiak, John Pflueger, Gary Phillips and Tom Ryder

MINUTES

 

Motion by J. Davison, seconded by D. Adcock, to approve the minutes from the June 14, 2006 Joint Building Authority/Library Board meeting.  Motion carried.

 

OPEN TO THE PUBLIC

There was no public input.

 

LIBRARY IMPROVEMENT PROJECT

Construction Manager, Mark Paulus- Skanska –Monthly report #40 – Mark Paulus updated both boards on the progress of Wirt Library.  The carpeting for the Teen area has arrived and will be installed next Wednesday evening beginning at 9:00 p.m. once the Library has closed for the day.  The installers informed M. Paulus that the installation would be completed by no later than 6:00 a.m. Thursday morning.  The Landscaping for Wirt Library is nearing completion.  M. Paulus understands that the architects will be on site in the next week or two, to do a punch list for the exterior of the Wirt Library and will forward this to both boards.  James Davison asked about the low area in the parking lot where rain water has collected.  M. Paulus stated he has just become aware of this problem and will contact Pyramid Paving to correct it. 

 

Regarding the construction project for South Side Branch Library, Skanska has received late last week, three schemes from the architects for pricing.  He will let Steve List know when this will be completed.

 

CHANGE ORDERS – 35, 94, 100a, 117a, 119, 120, 159, 171 Revised, 177, 178, 180, 181, and 182 – These change orders are all within the authorization of S. List.

 

Motion by J. Davison, seconded by D. Adcock, to receive change orders 35, 94, 100A, 117A, 119, 120, 159, 171 Revised, 177, 178, 180, 181 and 182.  Also to receive the report on the Teen Carpeting.  Motion carried.

CONSTRUCTION INVOICES

Construction Invoices -$192,790.49 Certificate #48

Transfer monies to the County to pay invoices - $170,037.09

 

Motion by J. Davison, seconded by D. Adcock, to approve certificate #48 for $192,790.49 and to approve the transfer of $170,037.09 to the County for payment of invoices.   Motion carried.

Construction Project Expense Summary

Construction Budget, Estimates and GMP Summary

Capital Campaign Summary Report

 

Motion by J. Davison, seconded by D. Adcock, to receive the Construction Project Expense Summary; Construction Budget, Estimates and GMP Summary and the Capital Campaign Report.  Motion carried. 

 

UNFINISHED BUSINESS

Landscaping – Reading Garden – S. List reported on the landscaping work that was done by the Bay City Garden Club and volunteers last Saturday on the Reading Garden.  Many workers helped with the landscaping which began at 8:00 a.m. and was completed by 11:00 a.m.  The Library’s maintenance/custodial staff have been working on completing this work during the week.  The statue and kaleidoscope will be delivered within the next few weeks.

 

Time Capsule - J. Davison asked where the time capsule would be buried, noting that originally it was intended that it be buried in the Reading Garden but due to the hard clay just several inches below the surface, it may not be feasible to do so.  Staff will look into selecting a different location for the capsule.

 

OTHER

Joint Board Meeting Schedule – E. J. Martini suggested that the Joint Board meetings be suspended until discussions resume for the South Side Construction project. 

 

Motion by J. Davison, seconded by M. Kaplenski, to suspend the Joint Board Meetings.  Motion carried.

 

Motion by J. Davison, seconded by D. Adcock, to adjourn the meeting at 12:11 p.m.  Motion carried.
