Joint Meeting with Building Authority

July 14, 2004

 

Michael Gray, Chairperson, called the meeting of the Bay County Library System Board of Trustees to order at 12:10 p.m. on July 14, 2004 in the County Commission Chambers, Bay County Building.

Motion by H. Wetters, seconded by E. J. Martini, to receive the notes from the May 12, 2004 Building Authority Meeting.  Motion Carried.

LIBRARY IMPROVEMENT PROJECT

Construction Manager – Mark Paulus: Skanska USA

Monthly Report – Mark Paulus reported on the status of the construction projects.  A walk through is scheduled for the Auburn Branch Library tomorrow to review the final punch list items.  There is a base bid ready for presentation to the board regarding the remedy for the Sage Branch Library basement.  M. Paulus listed the items that are complete on the Pinconning Branch Library construction project.  The remainder of the work should be completed by the end of July.  A walk through is scheduled for tomorrow for the CM, architect and library staff.  The Guaranteed Maximum Price for the Central Library construction project was approved last month.  The asbestos abatement on the parcels has begun, with demolition to follow once that is complete.  The South Side Branch Library construction project is on hold.

 

Architect – David Clark, Fishbeck Thompson Carr & Huber

Status Report #22, #23, and #24 – Dave Clark reported that the repair work for the Auburn Branch Library roof should be completed this summer.  A cedar fence will be placed around the condensing unit at the Auburn Branch.  If there is not a noticeable reduction in noise, an additional noise barrier material will be added to the fencing.  Architects are prepared to discuss the remedy for the Sage Branch Library basement later in this meeting.  There will be an Architectural Review Committee meeting this evening to review the design for infills on the handrails.  Architects will be present at the Pinconning Branch Library walk through tomorrow.  As reported, the asbestos abatement has begun for the Central Library.  The South Side Branch Library project is on hold.

 

UNFINISHED BUSINESS

Sage Basement

Interior and Exterior Quotes –Change Order #83 and #83A revised – Library board and Building Authorities reviewed the proposed solution for the water problem at the Sage Branch Library basement.  Howard Wetters recapped from the meeting he attended today with the architect, CM and Steve List, explaining that there is essentially two proposals, interior and exterior.  The suggested proposal for the interior is to remove most of the basement floor, install a 6” under drain piping system and pour a new floor.  The quote for this work comes in at $79,791.  A quote for $42,999 on the recommended exterior work was presented to both boards at this meeting.  The work for the exterior calls for the installation of two leach basins, one located on the east side of Sage Branch Library toward Battery Park and a second one located on the west side of the building, midway between the building and Wenona Street.  Leading to each of these basins, will be 6” piping that will be installed to the downspouts, therefore draining the water away from the building. 

 

In addition to both of these proposed solutions, there is concern over the conduit in the mechanical room, which due to the excess moisture in this area, has begun to rust.  The CM has proposed several solutions and once they have priced them out, will bring back for board discussion.

 

Trustees from both boards discussed the issue as to who will cover the cost for this work.  It is the general consensus of both boards that the entire cost for this fix should not fall completely on the library.  The Building Authority approved this work contingent on the library board’s approval and reserves the right to negotiate the cost split with the CM, architect, library board and Building Authority trustees.

Motion by H. Wetters, seconded by E. J. Martini, to approve paying construction invoices, certificate #25 in the amount of $245,020.13.  Motion carried.

 

Motion by H. Wetters, seconded by E. J. Martini to adjourn the meeting at 12:35 p.m.  Motion carried.
