BOARD OF TRUSTEES

SPECIAL BOARD MEETING

August 2, 2004

 

Michael Gray, Chairperson, called the regular meeting of the Bay County Library System Board of Trustees to order at 11:09 a.m. on August 2, 2004 in the County Commission Chambers, Bay County Building. 

 

Roll call present:           James Davison, Michael Gray, Ella Jane Martini and Howard Wetters

Excused:                       Derald Adcock

 

Others:                         Kevin Ayala, Trish Burns, Marilyn Kaeckmeister, Judy Mullison,

                                    Steve Neavling, Sheila Pearsons, Sarah Wohlschlag and Eileen Schulz

Library Jobs Network - Marianne Hartzell and Joseph Mika

Library Director Interviews – M. Hartzell explained the interview process for the Director position would consist of asking each of the candidates a series of approximately 15 questions.  The questions are attached to these minutes for information only.  Each interview would last 1 hour and 15 minutes, allowing time at the end for each candidate to ask questions of the library board.  M. Hartzell encouraged trustees to write down any questions or concerns they may have during the interviews, which she would ask the candidate at the end of the interview period.  This Special Library Board meeting would be aired on Bay 3TV.  After each candidate’s interview an informal luncheon with the candidate and trustees was scheduled. 

 

Marianne Hartzell introduced the first candidate, Sharon Winkle, Director of the Mead Public Library in Sheboygan, Wisconsin.  S. Winkle has been Director of the Mead Public Library since 1991, and prior to that, Director of the Englewood Public Library in Colorado from 1979-1990.  S. Winkle stated in her letter of application she is looking forward to new challenges and feels very strongly she would have something to offer the Bay County Library System.  She holds a Masters degree in Public Administration from the University of Denver and a Masters in Library Science from the University of Kentucky. 

 

At the conclusion of this interview, M. Gray called for a recess at 12:16 p.m.

 

M. Gray called the library board meeting back to order at 2:08 p.m.  He noted the initial roll call for trustees still stands.

 

M. Hartzell introduced the second candidate, Sandra Wilson, Director of the William P.Faust Library in Westland, Michigan.  S. Wilson has over 20 years experience as a public library director in Michigan, Florida, Minnesota and Wisconsin.  S. Wilson stated in her letter of application that she looks forward to working with the construction project; being a director of a multi-branch library system and relocating to Bay County.  She holds a Masters degree in Library Science from Western Michigan University. 

 

At the conclusion of this interview M. Gray called for a recess at 3:18 p.m.

 

M. Gray called the library board meeting back to order at 5:11 p.m.  He noted the initial roll call for trustees still stands.

 

M. Hartzell introduced the third candidate, Frederick Paffhausen, Director of the Redford Township District Library.  F. Paffhausen has been director at the Redford Township District Library for the past 13 years.  He stated in his letter of application he has accomplished the goals that had been presented to him with his current position and now looks forward to new challenges including the construction project for the Bay County Library System.  F. Paffhausen holds a Masters degree in Library Science from the University of Michigan.

 

At the conclusion of this interview M. Gray called for a recess at 6:18 p.m.  Trustee J. Davison was excused at this time. 

 

M. Gray called the library board meeting back to order at 7:04 p.m.  Trustees present:  M. Gray, E. J. Martini and H. Wetters.

 

M. Hartzell suggested to trustees the next step in the interview process would be to obtain additional background information including copies of job performance reviews that each candidate indicated were available and to contact each candidate’s library board chair and the director of the library cooperative in which they belong to.  M. Gray and H. Wetters selected F. Paffhausen as their first choice, E. J. Martini selected Sandra Wilson as her number one choice and J. Davison, before being excused from the meeting, shared with M. Hartzell his first choice would be Sharon Winkle.  Trustees directed staff to obtain copies of the interviews to allow trustee D. Adcock, excused from this meeting, to view the interviews of the candidates for director.

 

Trustees tentatively scheduled a Special Library Board Meeting for August 18, 2004 providing the additional information was received and reviewed by that time.

 

Motion by E. J. Martini, seconded by H. Wetters, to adjourn the meeting at 7:21 p.m.  Motion carried.
