BOARD OF TRUSTEES

SPECIAL BOARD MEETING

April 12, 2006

Ella Jane Martini, Chairperson, called the Special Board meeting of the Bay County Library System Board of Trustees to order at 12:35 p.m. on April 12, 2006 in the Community Room of the Alice and Jack Wirt Public Library. 

Roll call present:  Derald Adcock, Don Carlyon, James Davison, Mark Kaplenski, and

                             Ella Jane Martini

Other:                   Kevin Ayala, Marilyn Kaeckmeister, Steve List, Sheila Pearsons, and

                             Eileen Schulz

OLD BUSINESS

Assistant Director Job DescriptionMark Kaplenski pointed out that by combining the position of the Assistant Director with that of the Business Manager, the Library will realize a savings of $30,000 - $35,000.

Motion by J. Davison, seconded by D. Adcock, to approve the Assistant Director’s job description.  Motion carried.

Full-time Receptionist positionElla Jane Martini called for a motion to approve the full-time Receptionist position.

Motion by J. Davison, seconded by D. Adcock, to approve the Full Time Receptionist position.  Motion carried.

Additional Custodial StaffSteve List explained that there is a need for additional custodial staff and is requesting an additional full-time and one part-time custodian to be added to the current staffing at Wirt Library.  Currently there are 2 full-time and one part-time position.  It was explained this will for the most part, alleviate overtime pay for the current staff; however there may be some needed for large events planned at the Library.

Motion by D. Adcock, seconded by J. Davison to approve an additional full-time and one part-time Custodian.  Motion carried.

Letter of Understanding - A Letter of Understanding was submitted for approval regarding promotions and transfers within the UWUA Local 542 based on seniority. 

Motion by D. Adcock, seconded by M. Kaplenski, to approve the Letter of Understanding.  Motion carried. 

Decorations on Walls and Desk Cubicles PolicyE. J. Martini called for a motion to approve the policy for Decorations on Walls and Desk Cubicles. 

Motion by J. Davison, seconded by D. Adcock, to approve the policy on Decorations on Walls and Desk Cubicles.  Motion carried.

Compensation for meetingsJ. Davison explained this was discussed at the Personnel Committee meeting and was recommended for approval.  Compensation for meetings will be given to those who are required to attend meetings after regular work hours.  This compensation will be for equal time off and not be for any money compensation.  This time must be used by the end of the year in which it was earned.  This compensation time had been previously allowed but was removed by the last Director.

Motion by D. Adcock, seconded by M. Kaplenski, to approve compensation for meetings.  Motion carried.

Renewal – Linda Heemstra’s Capital Campaign Consultant Contract – It was suggested the renewal of Linda Heemstra’s contract be deferred to the next meeting.  L. Heemstra was appointed to act as the Interim Director for the Library until a full-time Director is hired.  E. J. Martini will meet with the Library’s attorney to discuss a new contract with L. Heemstra.

Motion by J. Davison, seconded by D. Adcock, to defer the renewal of Linda Heemstra’s Capital Campaign Consultant Contract to the next Library board meeting.  Motion carried.

NEW BUSINESS

Managing Librarian Interviews – Interviews for the Managing Librarian position at the Wirt Library took place this past Monday.  It was decided at the conclusion of these interviews, the Library will repost the position internally and if no applications are received, the position will be posted outside of the system.
